Default Compressor wheel rubs inside of housing

I bought a used MP70 from a member on here and he claimed it has low mileage but it was pretty dirty and the compressor blades were slightly chipped like it was run without a filter. It showed up with the compressor housing bolts snugged but not tight. One of the three brackets was bent.

Anyways, I took it apart, coated the turbine housing, and painted the compressor housing. While it was apart all I did was put some oil down the oil feed hole to keep it lubed. It sat on a shelf for a couple weeks till today when I put it together. With the compressor housing bolts snug, it rotates fine. Then when I tighten them to no more than about ~8 ft-lbs, the compressor blades rub in the inside of the housing. Turbine is fine. The shaft has 0.01" radial play measured with a dial indicator.

Did I buy a crap turbo or am I somehow assembling this thing incorrectly? Thanks!

I marked the blades with black sharpie to see where they were rubbing. You can see they are rubbing on the very corners. 10 of the 12 blades show rubbing.

Sounds like it was dropped hard or something. shaft could be bent, doubt it but maybe. You try different hardware to attach the compressor housing to the CHRA?

It rubs to the point of making it difficult to turn it. You can see there is about 140* or so of rubbing. Definitely NOT okay.

No matter how I clock it it rubs in the same spot. Even trying to force the housing to one side while tightening won't do anything. The o-ring is in there. Last resort would be to file down the compressor wheel at the corners slightly.

But the radial play is only 0.01". I've heard that double this can be acceptable. Seems like its more of a depth issue.

There is a thrust bearing in the turbo as well.

Any way to check it? The shaft has no measurable axial play.
