That 2.5 upper and 10% OD is going to put you into the 20 PSI range (if it doesn't slip) and your exhaust being restrictive will make that number go UP not down. I run a 10% OD lower and a 3.3 upper and am in the 10-11 PSI range. My cam is a 219/234 on a 118+6 from BTR and I made 518 RWHP.

using the ls9 rail since the feed is on the drivers side just like stock

wow 20psi!! maybe ill swap the stock lower balancer back. would it be better to go to a 4 inch exhaust? or true 3 inch duals? since I already have headers

The stock damper should drop you back 2-3 psi, but will still be north of 15 PSI.

As far as the exhaust is concerned, both flow about the same with (2) 3 inch pipes having about 10% more total flow area. It is probably more of preference and packaging that would dictate an answer. I think a single 4 is likely a lot easier to fit.

I'll go back with the stock damper then.
So is it better on take the 3 inch off the Y pipe and straight to a 4inch exhaust straight back? And thanks for the advice. Also would a 4 inch intake be enough to feed the blower?
