9lbs on a stock 2008 V-MAX safe?

I just put a 3.1 pulley on my TVS1900 kit. It came with a 3.4. At sea level (Hawaii) Waiting on a tune from Justin at black Bear. Ill put a meth kit on it if it makes it safer or more power.
