And 46 whp is a little much for me to swallow. Especially after posting you have LT's and a dynomax bullet and a magnaflow.

this is what i was told:
have you ever had an electric cutout before??

You have to make sure you only open/close it at idle because the motors can't handle to much pressure and it will weaken them to the point the might not stay shut or they'll pop open when you go WOT.

I know this because this cutout your receiving is actually my 2nd, I messed up the first one closeing it after I raced somebody and I wasn't idleing. And it never would seal good after that.

Ok, well I think it depends on which type of e-cutout you have. I have a doug's electric cut-out which is a sliding guillotine gate and AFAIK it doesn't make any difference when I open or close it. If you have the butterfly valve type I can see why you would want as little resistance running across the face of the valve. Those have a reputation for failing after a while as well. If you were to open it when under WOT or heavy load the small motor has to overcome a lot and over time would fail and your valve would chatter eventually.
I would recommend getting a Doug's electric e-cutout. They are more durable and better design and last longer and you can open them whenever you want.

You can get them on Jegs's and they are quite a bit more money but it's worth it if your going through cut-out's ever year or so.

Well thats what I gained, I made four passes on the dyno with exhaust and the best pull was 466hp and then I made a pass with cutout opened and made 512hp I myself couldn't believed it, so we made another pass and again did 512hp.

I think your dyno is faulty.

Well if that's what it reads than that's what it reads but I would get it checked at a different dyno to confirm it because people usually see differences that are single digits if at all. If that is the case...tell us all what your doing so we can all do it but there's something up with those numbers, maybe the pull with them close'd wasn't done full throttle or something...Dunno

I pretty sure the other passes were done at full throttle, beside my exhuast does have some crushed bends, but you can think what ever you guys want.
