Default Turn of feature in PCM

Not sure if question is worded properly. 2014 Chevy Express Van. I'm concerned about getting the PO 116 CODE when using a block heater above 0 degrees F.

I read

"I have to start by saying that I have a Wester's tune in my PCM and after talking to Lyndon Wester, he said that he can turn the feature off in my PCM, that causes the code and fault message to appear. So I will no longer have the problem.
It seems that GM has programmed our PCMs to look at the difference in temp between the engine coolant and the air inlet, and if the engne has been off for 8 hours it will set the code after the engines first warm up cycle, when the temps don't match closely enough."

So I was wondering how I would locate someone in Pennsylvaina that had the ability to MODIFY the PCM ?

I take it you modded the factory block heater cord like I did on my 2012 truck.

I still have that code active and it hasn't tripped in 2 years. It does cause the idle to do a funky rev dip if I plug my truck in and it's only 20-30 degrees outside because it gets the coolant temp up to 50-60 degrees pretty easy.
