tuning for 489 stroker?

Hey fellas, how are you doin? I am about to start building a 489 stroker for a 1998 K2500 Suburban with an L29. Unfortunately I'm trying to do this where I live. . .in California
. It's going to be used for towing and a little 4-wheeling whenever I go camping, so reaching high RPM is not really my goal. I'm going to be running the Comp XR258HR cam. Here are the specs:
Stock "heart-shaped" 100cc combustion chambers.
9.6:1 compression ratio
RPM: 1000-5000
Lobe-Center Angle: 110
Intake Centerline: 106
Valve Timing: .006
Duration: INTAKE 258 EXHAUST 264
Duration@.050" lift: INTAKE 206 EXHAUST 212
Valve Lift: INTAKE .51 EXHAUST .51
Lobe Lift: INTAKE .301 EXHAUST .301
So on to my questions. Being in the state I'm in, smog is an issue and I would like to pass without doing major surgery every time the night before. So is it possible to get a conservative tune just to let the PCM know what it's new displacement is and what cam it's running? Also do I need to increase my injector size? I know I'm REALLY limiting my power potential but. . .that's what's needed. Any knowledge and expertise from everyone's previous experience is greatly appreciated.
