replaced steering column/ engine won't start?

Friend of mine has a 2002 Silverado. It was recently involved in a frontal collision.
They had to replace the steering column. Now the engine will crack but it won't start.
Is the key somehow encoded??? And if so, would it cause this problem???
Lastly, how to correct???

Agree with Grumpy, but it doesn't need to be done at the dealer. Takes about 45 minutes to do it.
Attempt to start, when it fails, leave the key in the run position for 11-12 minutes (til the security light goes off).
Turn off for 30-45 seconds.
Repeat first step.
On the 4th attempt of this process, it should fire up.

I didnt think it would work like that on an 02, sorry... my bad
guess I am just used to having a tech 2 around...
