What does this setting do exactly...the explanation says An offset for the electronic throttle limits to increase the desired torque in an effort to keep the Automatic transmission from slipping under load.
Right now its 100 in the 0/100 rpm and then tappers off by 10 to 1000rpms where its 0. Should I increase this to gain part throttle driveability/performance.
Also, what is everyone doing with the lean cruise mode.....I just want for hwy. driving to increase mpg a little (if it helps). Thanks!

I can't say I really understand what that Desired Torque table means, but of all the different tune files I have have most have that table in the stock form.
As far as lean cruise mode, you can mess with those tables all you want and it won't make a difference. The lean cruise mode is not allowed to be enabled via hard code in the pcm unless you have a pcm from a Holden or I think the 04 GTO can be enabled.
There are other ways to tune for a sudo lean cruise though. If you are running closed loop you can change the O2 switch points, but not sure how much that will do. If you are running OL you can adjust the afr with VE or MAF table adjustments in the light load areas. I am using the SD 1bar custom OS and the Muli VE table with it to run approx. 15.5 afr at light load cruising conditions. Seems to be good for ~1.5mpg for me.
