Battery going dead, blowing fuses! HELP!

Default Battery going dead, OBDII blowing fuses! HELP!

Guys I got issues! When I plug a programmer in the OBD II port OR cell charger in the cigeratte later it blows a fuse! This sucks because I cant tune the truck. Also after the truck sets up a few weeks the battery goes dead. It would make sense that I have a ground fault but i have checked everything I know of and cant find it.

The story on the truck. Ive had this problem ever since I got the truck. Its a 2003 RCSB I bought this truck with slight front end damage, since I've rebuilt and repainted it. The drivers side air bag was deployed and it has since been replaced but the air bag light is still on i got to replace the front air bag sensors and have it reset. I wouldnt think so but would this have anything to do with blowing fuses and the battery going dead?
