another guage cluster problem

the last time i was home i had a stepper motor go out so i was waitiing until now to get it fixed. (since it wasnt being driven for 6 months no need to fix it then) and i get home from over seas and my mom took my truck to a shop and the guy charged her 400 for a "new" cluster with 146000 miles on it and he wont refund my mom the money he says he threw the old cluster away the thing is my truck only has 94000 on it not the 146000 like the cluster says. is there any way to fix this? without buying a new one, or am i screwed? any help is much appreciated

That's what small claims court is for. Look at either KBB.com or NADA.com and see what the difference in value of your truck is with both mileages. That is the amount he devalued your truck. You should sue him for that amount.

You should have a service ticket with the current mileage of the vehicle upon arrival at his shop don't you. I'd be hot if my truck gained 50K miles
Bend over get ready to scream nuke the new cluster so it's dead then take it to another dealership and pay them to put in a new cluster and give them the mileage it had on it. If you have vehicle inspections and the inspection was anywhere near recently you can pull a carfax and see if it gives mileage at the time of inspection to back up your statement of how many miles it has on it.
Or buy a used cluster off ebay with close to your mileage on it and put it in and go on with life.
