Default air restriction?

With the key on engine off I'm seeing 91 kpa. I logged a few WOT runs tonight and Im only getting 87-88 kpa. Is this normal? Starting to think my air filter and tube is holding me back lol.

Take it off and make a quick pull. Won't hurt to do it once.
