99 Silverado, adding foglights will reflash enable dash switch?
Was told if you add the gm foglights(the harness is there and plugged in already) you can reflash the computer so the dash button operates them
Is this true and where can I find a HP tuner .bin file?

I believe that the BCM needs to be reflashed...I'm not too familiar with HPTuners, but from what I understand it's powertrain control software. You may need a TechII to do so, but I'm not 100% sure.
