The pin you are trying to use for fan 2 control on the 02 and older PCMs is used for A/C Auto Recirculation control. I use Tuner Cat OBD2 on those PCMS and I have the ability to reassign that pin for fan control in the calibration. I believe HP Tuners allows you to do that with a version of their 2.23 beta and now with 2.24 available. I don't know if EFI Live does.
Although the only reason I failed to even look at that is because the original pcm worked perfect with a/c recirculate tab chosen, wth. Anyhow thanks everyone for all the quick replies.
Can someone give me there efan settings under the Fans and A/C tab. Just to double check the settings.

I didn't bother with all the hassle. I just added an extra relay on the green AC compressor wire to convert it to a negative trigger for the fan harness. Has worked fine like that for the past 2 years now.
