I'm in CA so if you buy it and you're a CA resident tax and license will be collected. If you're out of state you get the CA salvage certificate and a bill of sale and it gets registered in your home state.

Why does it have the wrong taillights if it was never wrecked?

 

Tail lights are stock, GMC's never changed over to the Silverado style tail lights back in '03....
