It's the highway patrol, they deal primarily with traffic enforcement/traffic related offenses. The fact offenses of a higher classification are being committed is irrelevant.

That the offense didn't occur in an officers presence just means there had to be an investigation and they had to obtain a warrant to make the arrest.
