Having just went thru a similar situation I know what its like. Fortunately for me, my old company had been running me into the ground doing purchasing, estimating, and material takeoffs on top of my normal Structural Drafting/Detailing duties, for the same pay. Yes, they counter-offered, but by that time it just wasn't enough for me to stay, and the offer was good. I was totally unhappy where I was and needed the change.
15-16/hr is not bad for the amount of experience that you have in the field, and 22 is awesome. But like others have said, you need to weigh your options. Do you have insurance and benefits where you're at now, how do they compare to the new place. Your drive and gas mileage, are you happy now-like where your at? If not, there's no need to stay in a place that you can't stand, you are way too young for that. Also, how is your current company at giving yearly raises? Job stability at your current job?
Don't make it just about the $$$$$. Its very easy for everyone here to give you advice and say take the $$$$ and run, but ultimately, its a decision that you have to live and be happy with. Weigh the options several times. Be honest with the new company and tell them that you need a few days to think about it and be decisive.
On my account, I took the new job, job a noticable increase in pay, but not huge, and I couldn't be happier that I did it.

$22 hr. is pretty good $$ for your age bro. And like said already, you can use that to your advantage, say a year from now make the change and your resume will reflect your value to a new company. If you want to stay closer to home then think about what your time is worth to you and your family. Your work history should allow for and show that you have upward progression, in dollars and in position/ title. What's the wifey think about it? In the end she's the one you really gotta make happy!! Good luck either way and give yourself room to grow, you don't wanna be stuck at $22 for another five years or so, inflation and cost of living will eat up that "raise" pretty quick.
$$ DOESN'T ALWAYS = HAPPINESS (but it sure helps)

Unless you really HATE your current job, I'd stay and take the money. You're already settled in, you know how the work flow goes, and you're getting more coin. Plus, some day if and when you look to move on (maybe in a few years), it'll look good on your resume' that you've stayed in one place for a while and your not a job jumper.
