In US waters, there is no "commercial" license, that is the skipper of a vessel for hire MUST have a Merchant Marine "Ship's Master" license and ONLY the USCG shall issue. Like I said, I ran boats commercailly for ~25 years.

Both those skippers were at fault and if I were to judge, I'd say the one carrying the camera placed human life in jeapordy.

Gotcha. what I've read on it just said Coast Guard requires it, didn't notice anything on International or US water restrictions. but I haven't gone into a lot of detail on it either.

Wouldn't matter anyway in this case since that was probably a lake.

They both probly had the autopilot on and were on deck assing around. There is no way that a captain would not change course. In my opinion they got what they deserved.
