YES and NO
some times the ones that had the bylaw made does not even live their any more.
and if they do, they usely turn out to be the biggest rule breaker in the complex or the biggest killjoy, you know what im talking about( my life is so **** pore i get my rocks off by making other lives miserable)

i wish i lived clost to venom, i bet i could walk the area and tag most of the cars their that need to go.
when push comes to shove it can work both ways, make you move it out, make them enforce ther rules on all.
like my mother in law says, some times i can be a real *** hole about it.

 

This is why I hate homeowners, condos, and townhome associations.
