Agreed, I dealt with some **** like that, not with my vehicle or a condo, but my home owners association. Going to the meetings did nothing but made me more of a target for having my own mind and a voice loud enough to make others notice.

As mentioned, find out what "modified" means to them. I'm sure if there is hondas and audis at least one of those has to have a coffee can.
Agreed on Texas being more lenient. At my old complex there was a damn broken down stratus w/ four flat tires parked in the front row for a few months and nothing was ever said.
