You are exactly right.. for instance taco town people cruise every week it has been like this since i was in high school and for the most part the police in South Houston just tolerate it. they only start showing up when people start doing burnouts and banging there systems really loud...

good meet, everyone was pretty calm. thought it would be more organized though, and have some people setup races or something... but ok overall.
