HID high beams help!

HID high beams help!
i got everyhting in and connected. when i pull the lever (flash )for the high beams , nothing happens. if i push the lever to keep them on . the lows will turn off and highs also do not turn on. ..
also. if the truck is turned off. if i pull the lever to flash the highs, the low beams come on instead
any help?
