Cluster lights not working

Default Cluster lights not working

I have a 2000 Silverado and the Instrument cluster lights are not working as well as the A/C control lights. I checked all fuses and relays and all are fine. I also took apart the cluster and checked the bulbs and they are all good. The lights like CEL, Airbag, ABS, Message center, and Odometer work but not the back lights.
The dimmer switch seems to be working because it does what it's suppose to with the interior lights.
