i have been calling and emailing him for about three week with no respond do he take this long for him to respond back

I had the same problem and gave up. Went to another shop for a dynotune and he had vin locked my PCM. Bought a different PCM and had it tuned with no vin locking so I could make minor adjustments with hptuners myself. Then I sent his locked PCM back with a nice decal of my new tuner slapped across it.

Serious question now, why do so many mail-order tuners lock their tune? So no one can tweak it?

Some because they figure things out and they think no one else has( maybe true in some cases) and want to keep them secret, some just don't want others seeing they really have no clue what there doing( true in most cases), but if someone's spends hours and hours of time on the dyno as in figuring out the best gains from tweaking VVT tables then they don't want that information public for someone to poach and sale to there customers

I know Wheatley personally he puts a lot of time and work into his tunes. That is probably the reason why he locks them so his **** does not get taken.
