2004 Silverado B4V VHO

I have been the proud second owner of a 2004 Chevrolet Silverado for about a year and a half now, but it's time for more upgrades. I currently just have: K&N CAI, DiabloSport Progamming, and MagnaFlow 2in 1 out Exhaust.
I have it tuned to the maximum performance setting and idling a lil higher than it should be.
I am looking towards getting a bunch of new engine mods by the end of January, but don't really know what to get? I know I want: Pulleys, 160 T-Stat, E-Fans, Long Tubes and True Dual Exhaust, Servo and Computer tune. But where would I be able to get the tune here in Houston? I have heard of people that do tuning but, then I have also heard people are good at it and people are not, where is a good tuner? I also want to put a good mild cam that you can hear, what would be a good one to go with? Would I need a Stall upgrade also to make the cam really stand out? I am trying to get my truck to be a decent runner in the 1/4 mile. What else would I need to do to the truck?

Absolutely call Charlie, he is one of the best! 
As far as mods go, I always say, supporting mods first, power adders last. Since you already have some basic bolt ons, headers and trans work should be next on your list, including a higher stall TC. Do the motor work/power adders last.
