Default Drivers side emergency brake cable. Over or under axle?

So does the drivers side emergency brake cable that attaches to the brakes does it route over or under the axle?

To my knowledge it connects under the axle tube and does not loop over it and back around to the bottom.

So it runs about half way down the leaf spring, then drops straight down to the drum.
