Can chromed aluminum wheels rust?

Yes and no...sorta.
If it is not a quality build, the chrome can separate from the wheel. If the chrome cracks, road dust ans misture can give an appearance of rust. Bad quality chrome can get surface rust also. You just have to look for quality and take care of them.
