yeah it is a special film that is used, like window tint but its thicker.

 

ive heard of ppl paintin them mixture of 80% clear and 20% black then you just spray em

here's how lenient they are where i live, i was 16 in a 87 gmc w/305 truck with straight pipes off the manifolds and i turned off on a residential road - 30mph - i w;as honestly doing about 50-55mph revving my engine, like flooring in on and off, and i must have passed a sherriffpatrol cause he stopped me 3-miles downthe road and just checked my license and told me that i dont need to do that anymore and have a good day
