Ok washing my new truck I look down and on the Inside of the front bumper(close to where the Liscence plate holder) there is rust forming!! Is this normal?

I've got it on my 99 Silverado. Had it shortly after I bought it new in May of 99. No major problems yet though.

 

I'm assuming it's an '03? If so, don't worry about it yet. Go to your dealer and tell them about it. I had the same problem with mine. GM went with a new chrome dealer for the 2003's and have had nothing but complaints. They have found a new manufacturer and are in the process of making new bumpers now. I was told that more info will be available by the end of May, but our bumpers will be replaced under warranty.
