Default polishing old nasty chrome?

I'm trying to polish some chrome on my boat that has been exposed for a few years. It's pretty bad and I don't know how to bring it back. Someone mentioned using a brillo bad after spraying it down with a detailing spray. Wont the brillo pad scratch the hell out of it?
