Would 20x9.5 eagle 219 wheels and 305/50 R20 Nitto Terra Grappler tires fit on a 99 Z71 silverado? What offest should I get (-5mm, +8mm, +21mm)? Does any have a some pics?

That's about a 32in. tall tire and stock is 31in. so they should fit no problem; although the offset would help a lot with that wide of a wheel. Not really sure which offset though; you might try contacting Eagle wheels and see what they would recommend. They should be able to help you out.
