just got esco wheels, have questions

Let me preface this by saying I know nothing about wheels.
I just received 4 18" escalade wheels. Only 1 came with a valve stem in it. But it looks messed up because I can see straight through it
That can't be right. I emailed the seller and asked him to send me 4 replacement valve stems. Are these pretty universal though, as in any tire place would be able to stick some in for me?
Second issue are these little metal things stuck to the inner and outer lip of the rims. On only 1 rim does it have this little metal thing attached. What is it and why is it only on 1 wheel?

On the inner lip of all 4 rims is something similar:

Overall these should be good rims to replace the all bent up and ugly steel 16"

staying stock height. According to Toyo it's a 31.5" tire (mine is 30.5" currently). But according to members here Toyo's specs are about 1" too tall. So it should be about right on. I also am considering 275/55 and 285/50 but I think they may be too short.
