Do front bumper covers go over the stock top bumper pad?

Since my top bumper pad is not fixable, I was wondering if a bumper cover requires the removal of the bumper pad. I don't want to have to replace it, so if I can get a bumper cover and not have to, I want to go that route. Thanks.

The ss bumper cover goes directly over the front bumper pad. On the ss cover its a direct bolt-on without removing the front cap. All you do is remove the valance. I really dont know if all bumper covers work like this.

how you can tell between a factory SS cover and a street scene cover:
Factory has a receeding body line between the brake duct and the center opening in the bumper.
Street Scene Bumper cover does not have this body line.

The only difference mine will have will be the polished or chrome speed grille inserts, but same color,etc.
