Anodizing can be done with a commercial shop type adjustable battery charger and the correct sulphuic/aluminum bath mixture but things like this are better left to the professionals.
If the bowtie is truly billet, it would anodize nicely. Colors do fade after a while with exposure to sunlight. I usually recommend for parts like this to be powder coated.

i want it to look like the blue bowtie that the 60s trucks have on them, not the painted look, thats why i was thinking about the anodizing. maybe i will try that stuff from summit and clear coat it so it wont chip or fade.

I don't know what summit has, you can pm me a link if you want me to check it out for you.

I do metal finishing, that is what I do Blue anodizing is certainly available but it will fade over a few years time.

That product is a paint, not anodizing.

Turn ordinary chrome or metal pieces into a bright, transparent colored metallic finish in an easy one-step process with Dupli-Color METALCAST Anodized Color. It features a durable enamel finish that is oil, gas, and heat resistant up to 500 degrees F intermittently. Use Dupli-Color METALCAST Anodized Color on both interior and exterior accessories to achieve the anodized look. It is specially formulated to work over properly prepared shiny, bare metal, and faux chrome-like surfaces for a spectacular metallic finish. Get the look of high-gloss anodizing with Dupli-Color METALCAST Anodized Color.
Yeah, parts can be stripped and re-anodized but you will need to polish after stripping. Costs for small lots run around $50 for a simple anodize job.

Anodizing is a process that creates a structured aluminum oxide coating on the surfaces. It is hard, abrasion resistant and very corrosion resistant.
