Smile Alternative Spoiler Solution?

Hey, guys I bought me a new tailgate recently that came with a factory oem spoiler from the dealership because my original tailgate was stolen. I got me a better one to install but I noticed that when I tried to remove the stock one, the rivnuts in the tailgate were never fasten. I could literally just pull them out with my bare hands. I tried using JB Weld to keep them in place but 2 of them turn inside the tailgate as I try to tighten the bolts. I guess I didn't clean the rivnuts enough to allow the JB Weld to glue itself to the tailgate hex holes and rivnuts. Anyway it got me thinking if there was a better way to fix the problem that I could have done in the first place. Suggestions are appreciated.
