The instructions said to reduce the number if boost is wavy up top. I went from stock of 20 down to 10 and its still pretty wavy.

What does your boost do if you set the duty cycle to 0? If its still wavy I would think its not controller related.

solenoid duty cycle...

obviously boost will be lower, but if it still has the same behavior its not related to the controller because its basically unresponsive when the duty cycle is set to 0 (same for 100 for that matter).

It doesn't oscillate at all at 0.
