AutoCAD for the design and experience with bending.
I've heard good things about cage building software, just never used one.

Ive never used any either, I know my bender set back and I have a good feel for the spring of CREW vs DOM and just go for it as well

Usually get pretty close. Close enough that a ball peen can finish it, usually

Looks like a ton of welding, any distortion control or just gonna spread out the heat and do it in stages?

To help with distortion, I get the whole thing tacked together. Not just the rails but the whole chassis before I weld everything.
