New here and looking for advice on a purchase!

Hello all!
New here from Maine and am currently looking on getting into a Tahoe/Silverado/Sierra.
I currently have a 2001 GMC Jimmy that I have done a few things to but not much.
I could possibly have a chance to buy a 2003 Silverado 1500 ecsb z71 5.3 LT package with 18x,xxx miles on it. The truck is in pretty good condition for its mileage and has a good history. My father currently owns it and has for a number of years now, I believe about 8 is the number. Either way he bought it certified pre owned from a chevy dealer and has been good to the truck since he bought it.
There is a some rust on the rocker panels but really nowhere else on the truck right now so that is a non issue really. The truck is also in need of a tune up and the cats are more then likely plugged up on this thing as it runs very rough and is chocked on power...
My question is should I look at buying this truck from him? Anything I should be worried about with this kind of mileage if I want to do some work to the truck as in full exhaust w/ headers, cam and valve springs, intake, tune, shift kit, efan, and stall. Not specifically all at once or in that order but eventually getting it to that state.
The truck books on kbb for 7,700 in fair condition.
should I be looking at paying any less for it? Or think of moving on and searching for a lower mile one?

It sounds like it just needs a lil work but since u know what it has been through I don't see a problem but the first thing I would do is the tune up and change the cats u can get thunderbolt highflow cats off eBay for 50 bucks a piece u need 2 they aren't a high end brand like magnaflow but they get the job done magnaflows will run u about 120 a piece but u can easily get 300,00 out of a 5.3 with tlc I've seen it personally
