I'm trying to get 450 hp out of my 1974 350 4 bolt main and im trying to stick to a budget of around $1200 to $1500 any recipes would be greatly appreciated and also trying to still be able to run 98 octane..
motor is going into a 1968 Chevy c10 wit a 373 gears..

 

I'd double the budget to get that kind of power to the tire. Needs nice intake manifold, good set of heads, semi lumpy camshaft and some headers for sure. Add a decent carb to the mix and you should be doing okay.

Or smack it will some NOS to get your power goal much faster.

 

I vote for atmosphere in a bottle on that budget.
