Since it cuts spark to cylinders the fuel from those cylinders goes into the exhaust where it will burn so you don't want to use one with cats in the exhaust.
The load it creates and extra heat in the exhaust will help boosted guys build boost on the line also. Anti lag works differently and was explained above.

A 2 step rev limiter alone will help spool a turbo, but combined with anti-lag it will do it much quicker and higher PSI, but is VERY hard on turbos. Some people have equated it to spooling a turbo with a sledgehammer
