I don't see it that way at all. If the sender wants to make things right regardless of what happened between these two he needs to fill out the paperwork so this guy gets his money back, if the other fella isn't even willing to do that why should we care about helping him?

Sure he could help him out and get his money back, but i believe his "beef" so to speak is with UPS or with whoever has received his package..
