Default Side bolts, main caps 5.3

The book calls for new bolts. If the only reason is for the seal then can I just use some RTV and bolt it up?

The original bolts seem to have black rubber on the shank under the head and then right under the head looks like they used orange RTV .

Auto parts don't have a clue when you call about such things. Especially when Savanna answers the phone.

Reuse them and yes rtv is fine, these bolts tourqe specs are little to nothing

From what I've found searching the net is that many guys just seal em and reuse them. Some argue that they are TTY since the last step is in degrees, but in my experience, not all bolts that have last step or two as degrees are TTY. When I worked for Toyota, we had a head gasket recall, and all of the head bolts last two steps were in degrees, and we reused the bolts. The factory stated to mark the bolt and make sure that the mark was in a certain position when completed, if it wasn't, then replace the bolt (which doesn't make sense to me, unless the bolt moves after being torqued )
