No, they'd be about 7.417-7.420" or so.

Correct, as Matt said, they will read a little longer. How much longer depends on the diameter of the pushrod, the diameter of the oil hole, how its chamfered, etc. This is why gauge length is used because it is more consistent.

An even more accurate way to measure preload is to use a dial indicator if you have one. Basically just put the needle on the rocker where the pushrod sits, make sure the needle is parallel to the pushrod, and tighten the rocker down. As the lifter collapses with preload you will be directly measuring it on the dial indicator. I did this once on all of the lifters when I was diagnosing a tapping sound.
