It's a 99-02 thing for when we retro fit them with the 2 PCM pins. We don't have a sensor to read AC pressure, so I just let mine always run on low until I reach a certain speed to keep airflow across the condenser. 03+ factory tunes aren't like this because they have the extra sensor.
