I turned mine on today with the wipers frozen to the windshield(didn't know they were), and the passenger side moved normally, but the driver's side stayed down. Now they both will still work when warm, but any amount of resistance, and the driver's side will not move, like it's stripped.
I can also move the wiper arm with my hand up or down with very little effort

Is there something like a safeguard lock that gives and can be replaced on the wiper arm?

On the wipers and the post they mount on, they have interlocking teeth. By the sounds out it, one of the two is stripped. Take the wiper off and you should be able to tell which it is.
