Speed Sensor?!!?

I was wondering if you guys can help me and my buddy out. He owns a '96 Chevy S10. It is a 2.2 cyl. 5 sp manual. Having problem with the speed sensor. It will not register speed under 10 mph. When braking, under 10 mph, the ABS kicks on. I replaced this part with the OEM part and still the same results. Are there 2 sensors for this? Is there a sensor in the rear end? Any info would be greatly appreciated. Thanks in advance.

Maybe a stuck ABS sensor? There's one on each wheel.

Thanks for the reply. When I had gone to the GM dealership and purchased my speed sensor, there wasn't any optional speed sensors. There was only one. For some reason, it is not outputting the proper voltage at lower speeds. I tried topping of the tranny fluid which didn't work.
I had disconnected the ABS because I did not want to burn the motor out. So that is why I tend to think it's not the ABS sensors.
