Default Rear Seatbelts wet?

Guys, have any of you guys with the extended cab silverados ever noticed your rear seatbelts are wet when you pull them out? I just noticed on my dad's 04 Silverado SS that the seatbelt was wet. We can't figure out where the water is coming from unless it was from the third brake light. If it was there though I would expect the headliner to be wet too? Any ideas? NOt sure how water would be getting in there.

does he drive at all with the windows down? I know would drive around with the windows down a crack in the rain and the carpet behind my seat would get a little damp? Ever since I stopped doing that its never wet back there anymore. Just an idea
