So I have a problem. Every year I have to buy two batteries. There must be a short doing this. I have a 2001 chevy silverado and heres where it starts. My headlights (have 4 hi mod) sometimes are dim on one side. Sometimes they dont come on at all. But when you open the hood you can bang on the fuse box and they will kick on. also, my cb has noise. When i use the windsheild wiper cleaner you can hear it on the cb. Also, now that I have put on a new alt. when i get over about 4500 rpms, it like i loose power. all the lights dim and you can watch the battery guage drop to like 8 volts.

Well, your new alternator is bad for one thing. I just went through the same thing with a rebuilt alternator. Mine was better than yours, it wouldn't shut off until 5500 rpm. I did some research, and it seems to be a common problem with rebuilt units. Mine also was weird because when I started the truck, output was 14.2 volts, but then it dropped to 13.6 and stayed there until it shut off at high rpm. I replaced it with a new one and everything is fine, 14.1 volts to redline.
There is no way for AutoRielly's Boys to turn it that high to test it, so they will insist that it is good. You have to insist that they replace it, or you have to buy a new, not remanufactured one.
You need to replace the alternator before you diagnose the other problem.
