Low Fuel Pressure - 28-30 psi

Looking for a 2nd opinion other than my own. I haven't driven my truck for almost 4 years. Kids, wife, job, moving, etc. I have everything ready to drive on the road, and it runs like crap.
I took it out on the road, and it sputs, spats, burps, farts, chokes, craps, and everything else. I drove it back into the garage, and decided to test the fuel pressure. I am getting around 30 psi according to the gauge. I have a "Walbro" in that I installed about 3 years ago when I thought I was going to drive it then. I has been sitting with basically no fuel in the tank. I am pretty sure I need a new pump. Thoughts?
The silver lining is the suspension was gone through completely, and it rides great! Now I just need it to run worth a damn!

It was the fuel pump. I had another Walbro laying around that I forgot about. I thought I had the chinese version of a Walbro in there, but it was Made in USA. That was what the quotes were for. Anyway, problem solved!
