Default Lost all KEYS! Can someone help me out?!

A buddy of mine lost his only set of keys to his 1999 Tahoe. He gave the dealer his vin #, hoping to get a set cut, but they said they couldn't get a key code from his vin. Is there another way to get it?

Did he save the plugs from the keys when he bought the truck?

all they need is the last 8 of vin and they then call gm and they fax over the code then cut a key.some of the smaller dealerships don't have the machine to cut jst off the code.
