One or two things is goin on the sending unit on the pump is gone bad which to fix is replace the pump. The second thing is the stepper motor in gauge cluster which is easy to replace in 99-02 but I havnt found a replacement one yet either

Like 2000 ChevySilverado said it is either the sender or the stepper motor for the guage.

When I had my 2001 Yukon the sender failed on me, the truck just stopped and would not fire. On my Corvette it was a different type of sender problem, was getting lowwwww on gas and pulled off the X way to fill up from a no-name station, about 60 miles down the road I noticed the gas guage was on empty, pulled off to see if I had a gas leek--long story short, it was bad gas had fouled the sender. Good tier 1 gas and no problems in 6 years.

When the stepper motor started going on my Escalade it would show 40 psi and then I would see it was at 90 and eventually go to 40. After a few months it the needle would only point downward. New stepper motor and works great.

Sending unit. Happens all the time on 99-02. The arm gets loose and wobbles back and forth.

Most likely the sending unit.

I had the same exact issue on my truck which is the same as your truck. It was the sending unit in the tank. I ended up buying a GM replacement bucket with the sensor attached on eBay.
